It has become the first construction project in Pizhou to enjoy the reform dividend of "getting the land and start construction", and it is also the first industial project in Xuzhou to achieve the five certificates issued together
 
The first is to implement a list and customized pre-approval guidance for construction projects. Under the favorable conditions of the province’s credit commitment system pilot, Pizhou has innovatively established a major industry project office, leading the economic development, capital planning, housing construction, administrative approval, ecological environment and other departments to apply for land and start construction. For projects, formulate one project, one list, carry out pre-compliance reviews such as territorial planning, industrial policy, and ecological assessment in advance, and carry out consultations such as project initiation and red line delineation simultaneously, and include eligible projects into the land acquisition. Relevant business departments will provide pre-approval guidance to the agency staff for the project reserve library of Starting Construction.
